Two more people are now in custody related to a theft at London's Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, according to police.

A man, 24, was arrested in Lambeth on suspicion of theft and assault and a 23-year-old woman was detained for suspected conspiring to commit a robbery. They both are still being held, the force said.

These detentions come after an investigation into an attack at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Prior to the incident, a pair of female travelers were robbed of their luggage upon exiting a car park lift.

A three-year-old girl was among the those hurt during the incident. Five people were taken to the hospital for medical care and have since been discharged.

Officers arrested a 31-year-old man on suspicion of robbery and assault close to the location. He has since been released pending further inquiries as the investigation proceeds.

Police were called at approximately 8:10 in the morning GMT after reports came in regarding several people hurt by a noxious substance believed to be an irritant spray.

The assault - an event that police said was a standalone incident and not being treated as terrorism - resulted in delays to rail services and the temporary shutdown of the main airport tunnel and the T3 parking facility for a short time.
